The Perfect Civilization

This too didn't come out how I wanted it... It was supposed to be more detailed then this. (A lot more people, a lot more angels, and a lot more nature.) Rushing tends to do that. I plan on remaking this whenever I can.

I got this inspiration from a decree I made:
